Code § 3.2-900","heading":"Definitions","body":"As used in this chapter, unless the context requires a different meaning:\"Nuisance birds\" means blackbirds, red-winged blackbirds, grackles, cowbirds, pigeons, and starlings, or any other species so declared by regulations of the Board when causing or about to cause economic losses in the Commonwealth; becoming detrimental to the public health and welfare; defacing or defiling public or private property or otherwise creating a public nuisance.\"Person\" means the term as defined in § 1-230.
