App. ch. 20, § Executive Order No. 20-61","heading":"20-61 (No. 05-20) [Emergency Guard Call-Out for Hospital Systems Restoration]","body":"Pursuant to the authority vested in me as Governor of Vermont and Commander-in-Chief, Vermont National Guard by the Constitution of the State of Vermont, Chapter II, Section 20, and 20 V.S.A. § 601, and having determined the protection of health and safety and the preservation of the lives of the people of the State requires it, I hereby order and direct the Adjutant General of Vermont to order into service a force of the National Guard for the purpose of assisting in cybersecurity operations beginning November 1, 2020.\nThe need for National Guard assistance is a direct result of a known cyberattack on University of Vermont Medical Center information technology systems which occurred on October 28, 2020.\nPayment for personnel performing the State service shall be in accordance with the provisions of 20 V.S.A. § 603.\nThis Order shall take effect upon signing and shall terminate at midnight, November 8, 2020 unless extended by the Governor.\nDated October 31, 2020\nADDENDUM TO EXECUTIVE ORDER 05-20\n[Emergency Guard Call-Out for Hospital Systems Restoration]\nPursuant to the authority vested in me as Governor of Vermont and Commander-in-Chief, Vermont National Guard by the Constitution of the State of Vermont, Chapter II, Section 20, and 20 V.S.A. § 601, and having determined the protection of health and safety and the preservation of the lives of the people of the State requires it, I hereby order and direct the Adjutant General of Vermont to extend the service of a force of the National Guard for the purpose of assisting in cybersecurity operations, which began November 1, 2020, through November 14, 2020 at midnight, unless extended by the Governor.\nThis Addendum to Executive Order 05-20 shall be effective as of November 8, 2020.\nDated November 9, 2020\nADDENDUM 2 TO EXECUTIVE ORDER 05-20\n[Emergency Guard Call-Out for Hospital Systems Restoration]\nPursuant to the authority vested in me as Governor of Vermont and Commander-in-Chief, Vermont National Guard by the Constitution of the State of Vermont, Chapter II, Section 20, and 20 V.S.A. § 601, and having determined the protection of health and safety and the preservation of the lives of the people of the State requires it, I hereby order and direct the Adjutant General of Vermont to extend the service of a force of the National Guard for the purpose of assisting in cybersecurity operations, which began November 1, 2020, through December 15, 2020 and coterminous with the Governor’s Amended and Restated Executive Order 01-20, unless sooner rescinded by the Governor.\nThis Addendum to Executive Order 05-20 shall be effective as of November 14, 2020.\nDated November 17, 2020","path":["Title 3 Appendix: Executive Orders","Chapter 020: Internal Security and Public Safety"],"source_url":"https://legislature.vermont.gov/statutes/fullchapter/03APPENDIX/020","current_through":"2025 session","vintage":"","retrieved_at":"2026-09-05T12:16:21Z","sha256":"aba7ce2e3b17c27501828f07151566a8db85e2d3a1bcf39687cf4b4fc9c3f9ef","source_id":"us-vt","stale":false,"prev":"us-vt/3-v.s.a.-app.-ch.-20-executive-order-no.-20-60","next":"us-vt/3-v.s.a.-app.-ch.-20-executive-order-no.-20-62"},"notice":"GroundRules: Original legal text.
