{"data":{"id":"us-vt/32-v.s.a.-202","jurisdiction":"us-vt","citation":"32 V.S.A. § 202","heading":"Duties of Commissioner","body":"In addition to the duties expressly set forth elsewhere by law, the Commissioner of Finance and Management through the Commissioner’s Department shall:\n(1) perform the following duties with respect to the budget:\n(A) prepare an operating budget for the Governor-elect or Governor as provided by sections 301-307 of this title;\n(B) prepare and install forms upon which departmental and capital budget requests are made;\n(C) schedule and assist in hearings on departmental and agency requests;\n(D) assist the Governor and, on request, the General Assembly on budget matters;\n(E) exercise continuing supervision and study of budget procedures; and\n(F) carry out expenditure control and budget-balancing policies and procedures as directed by the Secretary of Administration;\n(2) perform the following duties with respect to fiscal management and management analysis:\n(A) carry out continuing studies of the operation of existing or new State agencies and make recommendations to obtain most economic and effective management;\n(B) assist departments on procedures and other problems of management;\n(C) carry on a research program in the field of governmental and financial administration and analysis of State tax structure and yield; and\n(D) study simplification and standardization of forms and methods in use in various departments for purposes of management and budget control;\n(3) prepare estimates of State revenue and income when requested by the Governor; and\n(4) provide the legislative Joint Fiscal Office on or before November 1 of the first fiscal year of each biennium and December 1 of the second fiscal year of each biennium copies of the most recent budget forms submitted by all governmental units in connection with annual or supplemental budget requests.","path":["Title 32: Taxation and Finance","Chapter 003: Fiscal Officers and Commissions","Subchapter 004: FINANCE AND MANAGEMENT DEPARTMENT"],"source_url":"https://legislature.vermont.gov/statutes/section/32/003/00202","current_through":"2025 session","vintage":"","retrieved_at":"2026-09-05T17:17:10Z","sha256":"b0ac29b25f640a53a30a1c675e9af3d4a7cc0497ff34785bbf6991ca4d0cd5c2","source_id":"us-vt","stale":false,"prev":"us-vt/32-v.s.a.-201","next":"us-vt/32-v.s.a.-203"},"notice":"GroundRules: Original legal text.
