{"data":{"id":"us-wa/rcw-19.162.030","jurisdiction":"us-wa","citation":"RCW 19.162.030","heading":"Program message preamble.","body":"(1) An information provider that does business in Washington must include a preamble in all program messages for:\n(a) Programs costing more than five dollars per minute; or\n(b) Programs having a total potential cost of greater than ten dollars.\n(2) The preamble must:\n(a) Accurately describe the service that will be provided by the program;\n(b) Advise the caller of the price of the call, including:\n(i) Any per minute charge;\n(ii) Any flat rate charge; and\n(iii) Any minimum charge;\n(c) State that billing will begin shortly after the end of the introductory message; and\n(d) Be clearly articulated, at a volume equal to that of the program message, in plain English or the language used to promote the information delivery service, and spoken in a normal cadence.\n(3) Mechanisms that provide for the option of bypassing the preamble are only permitted when:\n(a) The caller has made use of the information provider's service in the past, at which time the preamble required by this section was part of the program message; and\n(b) The cost of the call has not changed during the thirty-day period before the call.\n(4) When an information provider's program message consists of a polling application that permits the caller to register an opinion or vote on a matter by completing a call, this section does not apply.","path":["Title 19","Chapter 19.162"],"source_url":"https://app.leg.wa.gov/rcw/default.aspx?cite=19.162.030","current_through":"July 15, 2026","vintage":"","retrieved_at":"2026-09-06T01:30:40Z","sha256":"4119a74670c2608a77bc7f96e35e810cc5ac80e709ad7235fd491d77f6a80abd","source_id":"us-wa","stale":false,"prev":"us-wa/rcw-19.162.020","next":"us-wa/rcw-19.162.040"},"notice":"GroundRules: Original legal text.
