{"data":{"id":"us-wa/rcw-35a.34.090","jurisdiction":"us-wa","citation":"RCW 35A.34.090","heading":"Budget message—Hearings.","body":"(1) In every city, a budget message prepared by or under the direction of the city's chief administrative officer shall be submitted as a part of the preliminary budget to the city's legislative body at least sixty days before the beginning of the city's next fiscal biennium and shall contain the following:\n(a) An explanation of the budget document;\n(b) An outline of the recommended financial policies and programs of the city for the ensuing fiscal biennium;\n(c) A statement of the relation of the recommended appropriation to such policies and programs;\n(d) A statement of the reason for salient changes from the previous biennium in appropriation and revenue items; and\n(e) An explanation for any recommended major changes in financial policy.\n(2) Prior to the final hearing on the budget, the legislative body or a committee thereof shall schedule hearings on the budget or parts thereof, and may require the presence of department heads to give information regarding estimates and programs.","path":["Title 35A","Chapter 35A.34"],"source_url":"https://app.leg.wa.gov/rcw/default.aspx?cite=35A.34.090","current_through":"July 15, 2026","vintage":"","retrieved_at":"2026-09-06T02:23:56Z","sha256":"afa8394cb9c91ba74d0e97c9a79699ebd1c4810bbfaf03b035867cce67c67528","source_id":"us-wa","stale":false,"prev":"us-wa/rcw-35a.34.080","next":"us-wa/rcw-35a.34.100"},"notice":"GroundRules: Original legal text.
