{"data":{"id":"us-wa/rcw-47.60.385","jurisdiction":"us-wa","citation":"RCW 47.60.385","heading":"Terminal improvement, vessel improvement, and vessel acquisition project funding requests—Predesign study—Prioritization.","body":"(1) Terminal improvement, vessel improvement, and vessel acquisition project funding requests must adhere to the capital plan, include route-based planning, and be submitted with a predesign study that:\n(a) Includes all elements required by the office of financial management;\n(b) Separately identifies basic terminal and vessel elements essential for operation and their costs;\n(c) Separately identifies additional elements to provide ancillary revenue and customer comfort and their costs;\n(d) Includes construction phasing options that are consistent with forecasted ridership increases;\n(e) Separately identifies additional elements requested by local governments and the cost and proposed funding source of those elements;\n(f) Separately identifies multimodal elements and the cost and proposed funding source of those elements;\n(g) Identifies all contingency amounts;\n(h) Identifies any terminal, vessel, or other capital modifications that would be required as a result of the proposed capital project;\n(i) Includes planned service modifications as a result of the proposed capital project, and the consistency of those service modifications with the capital plan; and\n(j) Demonstrates the evaluation of long-term operating costs including fuel efficiency, staffing, and preservation.\n(2) The department shall prioritize vessel preservation and acquisition funding requests over vessel improvement funding requests.","path":["Title 47","Chapter 47.60"],"source_url":"https://app.leg.wa.gov/rcw/default.aspx?cite=47.60.385","current_through":"July 15, 2026","vintage":"","retrieved_at":"2026-09-06T03:07:53Z","sha256":"3e06d60842159c9b3e78ca199aa23b1b4dc85d5e11c394a94a33dce315d3f82b","source_id":"us-wa","stale":false,"prev":"us-wa/rcw-47.60.377","next":"us-wa/rcw-47.60.386"},"notice":"GroundRules: Original legal text.
