{"data":{"id":"us-wa/rcw-70a.222.005","jurisdiction":"us-wa","citation":"RCW 70A.222.005","heading":"Finding.","body":"The legislature finds and declares that:\n(1) The management of solid waste can pose a wide range of hazards to public health and safety and to the environment;\n(2) Packaging comprises a significant percentage of the overall solid waste stream;\n(3) The presence of heavy metals in packaging is a part of the total concern in light of their likely presence in emissions or ash when packaging is incinerated, or in leachate when packaging is landfilled;\n(4) Lead, mercury, cadmium, and hexavalent chromium, on the basis of available scientific and medical evidence, are of particular concern;\n(5) The intent of this chapter is to achieve a reduction in toxicity without impeding or discouraging the expanded use of postconsumer materials in the production of packaging and its components.","path":["Title 70A","Chapter 70A.222"],"source_url":"https://app.leg.wa.gov/rcw/default.aspx?cite=70A.222.005","current_through":"July 15, 2026","vintage":"","retrieved_at":"2026-09-06T03:59:43Z","sha256":"ffd1314bfa0c82047e3ed93be221ba4d6dbc2104ae6024ae7c01ada9b9d27a0d","source_id":"us-wa","stale":false,"prev":"us-wa/rcw-70a.220.030","next":"us-wa/rcw-70a.222.010"},"notice":"GroundRules: Original legal text.
