{"data":{"id":"us-wa/rcw-70a.226.005","jurisdiction":"us-wa","citation":"RCW 70A.226.005","heading":"Findings—Municipal sewage sludge as a beneficial commodity.","body":"(1) The legislature finds that:\n(a) Municipal sewage sludge is an unavoidable by-product of the wastewater treatment process;\n(b) Population growth and technological improvements in wastewater treatment processes will increase the production of biosolids in the future;\n(c) Sludge management is often a financial burden to municipalities and to ratepayers;\n(d) Properly managed municipal sewage sludge is a valuable commodity and can be beneficially used in agriculture, silviculture, and in landscapes as a soil conditioner; and\n(e) Municipal sewage sludge can contain metals and microorganisms that, under certain circumstances, may pose a risk to public health.\n(2) The legislature declares that a program shall be established to manage municipal sewage sludge and that the program shall, to the maximum extent possible, ensure that municipal sewage sludge is reused as a beneficial commodity and is managed in a manner that minimizes risk to public health and the environment.","path":["Title 70A","Chapter 70A.226"],"source_url":"https://app.leg.wa.gov/rcw/default.aspx?cite=70A.226.005","current_through":"July 15, 2026","vintage":"","retrieved_at":"2026-09-06T03:59:54Z","sha256":"9ff3d1e0f92f1f46728813dbe421a032cfef0855919745a38cb855e637973be8","source_id":"us-wa","stale":false,"prev":"us-wa/rcw-70a.224.900","next":"us-wa/rcw-70a.226.007"},"notice":"GroundRules: Original legal text.
