A resident shall be ineligible to apply for a furlough if:\n(1) He or she is not classified by the secretary as eligible for or on minimum security status; or\n(2) His or her minimum term of imprisonment has not been set; or\n(3) He or she has a valid detainer pending and the agency holding the detainer has not provided written approval for him or her to be placed on a furlough-eligible status.
