{"data":{"id":"us-wa/rcw-88.16.005","jurisdiction":"us-wa","citation":"RCW 88.16.005","heading":"Legislative declaration of policy and intent.","body":"The legislature finds and declares that it is the policy of the state of Washington to prevent the loss of human lives, loss of property and vessels, and to protect the marine environment of the state of Washington through the sound application of compulsory pilotage provisions in certain of the state waters.\nThe legislature further finds and declares that it is a policy of the state of Washington to have pilots experienced in the handling of vessels aboard vessels in certain of the state waters with prescribed qualifications and licenses issued by the state.\nIt is the intent of the legislature to ensure against the loss of lives, loss or damage to property and vessels, and to protect the marine environment through the establishment of a board of pilotage commissioners representing the interests of the people of the state of Washington.\nIt is the further intent of the legislature not to place in jeopardy Washington's position as an able competitor for waterborne commerce from other ports and nations of the world, but rather to continue to develop and encourage such commerce.","path":["Title 88","Chapter 88.16"],"source_url":"https://app.leg.wa.gov/rcw/default.aspx?cite=88.16.005","current_through":"July 15, 2026","vintage":"","retrieved_at":"2026-09-06T01:36:37Z","sha256":"ff0396f024f862321c33866050989542154734d11195893b75f58c4ab97607df","source_id":"us-wa","stale":false,"prev":"us-wa/rcw-88.08.060","next":"us-wa/rcw-88.16.010"},"notice":"GroundRules: Original legal text.
