Stat. § 9-1-412","heading":"Offenses by auditor and treasurer; penalties.","body":"(a) If the state treasurer willfully refuses to pay any warrant lawfully drawn upon the treasury, the holder of the warrant may recover four (4) times the amount of the warrant in a civil action against the state treasurer and his sureties.
