{"data":{"id":"us/20-cfr-654.4","jurisdiction":"us","citation":"20 CFR 654.4","heading":"Definitions.","body":"(a) Assistant Secretary shall mean Assistant Secretary for Employment and Training, U.S. Department of Labor.\n(b) Civil jurisdiction shall mean:\n(1) Cities of 25,000 or more population on the basis of the most recently available Bureau of the Census estimates; or\n(2) Towns and townships in the States of New Jersey, New York, Michigan, and Pennsylvania of 25,000 or more population and which possess powers and functions similar to cities; or\n(3) All counties, except those counties which contain any of the types of political jurisdictions defined in paragraphs (b) (1) and (2) of this section; or\n(4) All other counties are defined as “balance of county” (i.e., total county less component cities and townships identified in paragraphs (b) (1) and (2) of this section); or\n(5) County equivalents which are towns in the States of Massachusetts, Rhode Island and Connecticut.\n(c) Labor surplus area shall mean a civil jurisdiction that, in accordance with the criteria specified in § 654.5, has been classified as a labor surplus area.\n(d) Reference period shall mean the two year period ending December 31 of the year prior to the October 1 annual date of eligibility determination.","path":["Title 20—Employees' Benefits","CHAPTER V—EMPLOYMENT AND TRAINING ADMINISTRATION, DEPARTMENT OF LABOR","PART 654—SPECIAL RESPONSIBILITIES OF THE EMPLOYMENT SERVICE SYSTEM","Subpart A—Responsibilities Under Executive Order 12073"],"source_url":"https://www.ecfr.gov/api/versioner/v1/full/2026-08-25/title-20.xml","current_through":"2026-08-25","vintage":"","retrieved_at":"2026-08-27T02:24:45Z","sha256":"b28564a9d0887af741797914de150f40e5375ed204d2a559a111d8ffde17e190","source_id":"us-cfr","stale":true,"prev":"us/20-cfr-654.3","next":"us/20-cfr-654.5"},"notice":"GroundRules: Original legal text.
