{"data":{"id":"us/30-cfr-291.104","jurisdiction":"us","citation":"30 CFR 291.104","heading":"Who may file a complaint or a third-party brief?","body":"(a) You may file a complaint under this subpart if you are a shipper and you believe that you have been denied open and nondiscriminatory access to an OCSLA pipeline that is not a FERC pipeline.\n(b) Any person that believes its interests may be affected by precedents established by adjudication of complaints under this rule may submit a brief to BSEE. The brief must be served following the procedure set out in § 291.107.
