{"data":{"id":"us/34-cfr-645.4","jurisdiction":"us","citation":"34 CFR 645.4","heading":"What are the grantee requirements for documenting the low-income and first-generation status of participants?","body":"(a) For purposes of documenting a participant's low-income status the following applies:\n(1) In the case of a student who is not an independent student, an institution shall document that the student is a low-income individual by obtaining and maintaining—\n(i) A signed statement from the student's parent or legal guardian regarding family income;\n(ii) Verification of family income from another governmental source;\n(iii) A signed financial aid application; or\n(iv) A signed United States or Puerto Rican income tax return.\n(2) In the case of a student who is an independent student, an institution shall document that the student is a low-income individual by obtaining and maintaining—\n(i) A signed statement from the student regarding family income;\n(ii) Verification of family income from another governmental source;\n(iii) A signed financial aid application; or\n(iv) A signed United States or Puerto Rican income tax return.\n(b) For purposes of documenting potential first generation college student status, documentation consists of a signed statement from a dependent participant's parent, or a signed statement from an independent participant.\n(c) A grantee does not have to revalidate a participant's eligibility after the participant's initial selection.","path":["Title 34—Education","Subtitle B—Regulations of the Offices of the Department of Education","CHAPTER VI—OFFICE OF POSTSECONDARY EDUCATION, DEPARTMENT OF EDUCATION","PART 645—UPWARD BOUND PROGRAM","Subpart A—General"],"source_url":"https://www.ecfr.gov/api/versioner/v1/full/2026-08-25/title-34.xml","current_through":"2026-08-25","vintage":"","retrieved_at":"2026-08-27T02:25:40Z","sha256":"0364547b6ca83d3bad020bdc6b8c7712055bcc69c0d3d69ff4ba82a79ed53ee2","source_id":"us-cfr","stale":true,"prev":"us/34-cfr-645.3","next":"us/34-cfr-645.5"},"notice":"GroundRules: Original legal text.
