A pipeline operator must comply with the applicable requirements of subparts C and D of this part.\n(b) PTDs. On each occasion when a pipeline operator transfers custody or title to any fuel, fuel additive, or regulated blendstock, the transferor must provide to the transferee PTDs under subpart L of this part.\n(c) Transmix requirements.
