This subpart also covers fugitive emissions from foundry operations.\n(c) An affected source is existing if you commenced construction or reconstruction of the affected source before December 23, 2002.\n(d) An affected source is new if you commenced construction or reconstruction of the affected source on or after December 23, 2002.
