{"data":{"id":"us/41-cfr-102-33.130","jurisdiction":"us","citation":"41 CFR 102-33.130","heading":"-33.130 Aviation safety management.","body":"You must establish or require the following aviation safety management standards:\n(a) A Safety Management System (SMS) that complies with the FAA's current Advisory Circular (AC) that addresses SMSs or an equivalent internationally recognized SMS standard. The SMS should include:\n(1) Policies that assign SMS roles, with senior management ultimately responsible and qualified safety managers or officers appointed to oversee the aviation safety program, who should be:\n(i) Experienced as pilots, crewmembers, or in aviation or maintenance program management; and\n(ii) Graduated or certificated from an approved aviation safety officer course before or within one year of appointment; and\n(2) An accident prevention program that includes:\n(i) Measurable procedures;\n(ii) A system to share safety information;\n(iii) Safety training;\n(iv) An aviation safety awards program, including Federal Aviation Awards; and\n(v) A safety council or committee (for agencies owning aircraft);\n(b) Risk management procedures that identify and reduce hazards using formal controls and advise senior managers on optimal risk mitigation;\n(c) Policies requiring independent inspectors to verify compliance with these standards;\n(d) Procedures allowing reprisal-free reporting of unsafe operations to aviation safety officers and managers;\n(e) A system to collect and report information on aircraft accidents and incidents (as required by 49 CFR part 830 and § 102-33.270);\n(f) Policies that identify clear standards for acceptable behavior; and\n(g) A security program that includes:\n(1) A designated security manager;\n(2) A threat assessment process;\n(3) Procedures for preventing and deterring unlawful acts;\n(4) Procedures for responding to threats and unlawful acts;\n(5) Security training for personnel; and\n(6) Policies and procedures for a mail security plan that meet the requirements in 41 CFR part 102-192, including protections against mail-borne hazards for staff and facilities, especially when using aircraft for mail delivery.","path":["Title 41—Public Contracts and Property Management","Subtitle C—Federal Property Management Regulations System","CHAPTER 102—FEDERAL MANAGEMENT REGULATION","SUBCHAPTER B—PERSONAL PROPERTY","PART 102-33—MANAGEMENT OF GOVERNMENT AIRCRAFT","Subpart C—Government Aircraft and Aircraft Parts"],"source_url":"https://www.ecfr.gov/api/versioner/v1/full/2026-08-25/title-41.xml","current_through":"2026-08-25","vintage":"","retrieved_at":"2026-08-27T02:26:05Z","sha256":"13b3747f791c2328d748ca06b3d87852aa93474596e1fab3503be0c43519c295","source_id":"us-cfr","stale":true,"prev":"us/41-cfr-102-33.125","next":"us/41-cfr-102-33.135"},"notice":"GroundRules: Original legal text.
