GSA may conduct the reviews even in the absence of a complaint against a recipient. The reviews may be as comprehensive as necessary to determine whether a violation of the Act and this part has occurred.\n(b) If a compliance review indicates a violation of the Act or this part, GSA attempts to achieve voluntary compliance with the Act.
