In considering whether a land exchange will advance the interests of the beneficiaries, the Secretary will evaluate the extent to which it will:\n(a) Achieve better management of Hawaiian home lands;\n(b) Meet the needs of HHCA beneficiaries and their economic circumstances by promoting:\n(1) Homesteading opportunities,\n(2) economic self-sufficiency, and,\n(3) social well-being;\n(c) Promote development of Hawaiian home lands for residential, agricultural, and pastoral use;\n(d) Protect cultural resources and watersheds;\n(e) Consolidate lands or interests in lands, such as agricultural and timber interests, for more logical and efficient management and development;\n(f) Expand homestead communities;\n(g) Accommodate land use authorizations;\n(h) Address HHCA beneficiary needs; and\n(i) Advance other identifiable interests of the beneficiaries consistent with the HHCA.","path":["Title 43—Public Lands: Interior","Subtitle A—Office of the Secretary of the Interior","PART 47—LAND EXCHANGE PROCEDURES","Subpart A—The Exchange Process"],"source_url":"https://www.ecfr.gov/api/versioner/v1/full/2026-08-25/title-43.xml","current_through":"2026-08-25","vintage":"","retrieved_at":"2026-08-27T02:26:15Z","sha256":"b2b1380a425090a359c7949219ba5e134bbe691d800f3708bef554216bf37c94","source_id":"us-cfr","stale":true,"prev":"us/43-cfr-47.15","next":"us/43-cfr-47.30"},"notice":"GroundRules: Original legal text.
