(2) CommissionThe term “Commission” means the Federal Communications Commission. (3) Federal entityThe term “Federal entity” has the meaning given the term in section 923(l) of this title. (4) NTIAThe term “NTIA” means the National Telecommunications and Information Administration of the Department of Commerce. (5) OMBThe term “OMB” means the Office of Management and Budget.
