The Board will set the time, place, duration, and subject matter of a hearing in a written order after consulting with the parties.\n(b) Subject matter. The Board may schedule for hearing all or some of the claims or issues in a case, or all or some of the claims, issues, or questions of fact or law common to more than one case.\n(c) Unexcused absence.
