{"data":{"id":"us/48-cfr-7.107-4","jurisdiction":"us","citation":"48 CFR 7.107-4","heading":"7.107-4 Substantial bundling.","body":"(a)(1) Substantial bundling is any bundling that results in a contract or task or delivery order with an estimated value of—\n(i) $8 million or more for the Department of Defense;\n(ii) $6 million or more for the National Aeronautics and Space Administration, the General Services Administration, and the Department of Energy; or\n(iii) $2.5 million or more for all other agencies.\n(2) These thresholds apply to the cumulative estimated dollar value (including options) of—\n(i) Multiple-award contracts;\n(ii) Task orders or delivery orders issued against a GSA Schedule contract; or\n(iii) Task orders or delivery orders issued against a task-order or delivery-order contract awarded by another agency.\n(b) In addition to addressing the requirements for bundling (see 7.107-3), when the proposed acquisition strategy involves substantial bundling, the agency shall document in its strategy—\n(1) The specific benefits anticipated to be derived from substantial bundling;\n(2) An assessment of the specific impediments to participation by small business concerns as contractors that result from substantial bundling;\n(3) Actions designed to maximize small business participation as contractors, including provisions that encourage small business teaming;\n(4) Actions designed to maximize small business participation as subcontractors (including suppliers) at any tier under the contract, or order, that may be awarded to meet the requirements;\n(5) The determination that the anticipated benefits of the proposed bundled contract or order justify its use; and\n(6) Alternative strategies that would reduce or minimize the scope of the bundling, and the rationale for not choosing those alternatives.","path":["Title 48—Federal Acquisition Regulations System","CHAPTER 1—FEDERAL ACQUISITION REGULATION","SUBCHAPTER B—ACQUISITION PLANNING","PART 7—ACQUISITION PLANNING","Subpart 7.1—Acquisition Plans"],"source_url":"https://www.ecfr.gov/api/versioner/v1/full/2026-08-25/title-48.xml","current_through":"2026-08-25","vintage":"","retrieved_at":"2026-08-27T02:26:29Z","sha256":"625d7118053ef1a8dce42e11ec3c81c24829dff3b79f37a3781a292ab9e2452f","source_id":"us-cfr","stale":true,"prev":"us/48-cfr-7.107-3","next":"us/48-cfr-7.107-5"},"notice":"GroundRules: Original legal text.
