That system shall be reasonably accessible to certified conductors in need of a replacement certificate or temporary replacement certificate.\n(b) At a minimum, a temporary replacement certificate must identify the person to whom it is being issued (including the person's name, identification number and year of birth); indicate the date of issuance; and be authorized by a designated supervisor.
