(b) Requirements.—The Secretary shall establish the minimum requirements for the preparation and periodic revision of a State rail plan, including that a State shall—(1) establish or designate a State rail transportation authority to prepare, maintain, coordinate, and administer the plan; (2) establish or designate a State rail plan approval authority to approve the plan; (3) submit the State’s approved plan to the Secretary of Transportation for review; and (4) revise and resubmit a State-approved plan no less frequently than once every 4 years for acceptance by the Secretary.","path":["Title 49—TRANSPORTATION","CHAPTER 227—STATE RAIL PLANS"],"source_url":"https://uscode.house.gov/download/releasepoints/us/pl/119/103/xml_usc49@119-103.zip","current_through":"Public Law 119-103 (09/02/2026)","vintage":"","retrieved_at":"2026-09-10T06:01:06Z","sha256":"375f97c0bab3e3324ebcc6fcbfd9acee45c60a9bda61ff172d9261aa4ec31e23","source_id":"us","stale":false,"prev":"us/49-u.s.c.-22701","next":"us/49-u.s.c.-22703"},"notice":"GroundRules: Original legal text.
