{"data":{"id":"us/5-cfr-1639.24","jurisdiction":"us","citation":"5 CFR 1639.24","heading":"Certification.","body":"(a) The Board will provide a certification to the paying agency in all cases in which:\n(1) The hearing official determines that a debt exists;\n(2) The employee admits the existence and amount of the debt by failing to request a hearing; or\n(3) The employee admits the existence of the debt by failing to appear at a hearing.\n(b) The certification must be in writing and must include:\n(1) A statement that the employee owes the debt;\n(2) The amount and basis of the debt;\n(3) The date the Board's right to collect the debt first accrued;\n(4) A statement that the Board's regulations have been approved by the Office of Personnel Management under 5 CFR part 550, subpart K;\n(5) The amount and date of the collection, if only a one-time offset is required;\n(6) If the collection is to be made in installments, the number of installments to be collected, the amount of each installment, and the date of the first installment, if a date other than the next officially established pay period is required; and\n(7) Information regarding the completion of procedures required by 5 U.S.C. 5514, including the dates of notices and hearings provided to the employee, or, if applicable, the employee's signed consent to salary offset or a signed statement acknowledging receipt of required procedures.","path":["Title 5—Administrative Personnel","CHAPTER VI—FEDERAL RETIREMENT THRIFT INVESTMENT BOARD","PART 1639—CLAIMS COLLECTION","Subpart B—Salary Offset"],"source_url":"https://www.ecfr.gov/api/versioner/v1/full/2026-08-25/title-5.xml","current_through":"2026-08-25","vintage":"","retrieved_at":"2026-08-27T02:23:53Z","sha256":"62a265932e2f0ae9604e442f79370021f390680b20ad046d20daf8b0392f01e7","source_id":"us-cfr","stale":true,"prev":"us/5-cfr-1639.23","next":"us/5-cfr-1639.25"},"notice":"GroundRules: Original legal text.
