Except when a patient uses a narcotic or drug as prescribed by a licensed health care provider in accordance with Federal law, any person on Federal property is prohibited from being under the influence of, using, possessing, or operating a vehicle while under the influence of any controlled substance as defined in 21 U.S.C. 802, 812, 841.\n(b) Drug paraphernalia.
