A ballot shall be considered to be received on time if:\n(1) It was cast in-person in the county FSA office prior to the close of business on the date of the last day of the in-person voting period; or\n(2) It was cast as an absentee ballot, having a postmarked date not later than the last day of the in-person voting period and was received in the county FSA office not later than the close of business, 5 business days after the last day of the in-person voting period.\n(b) Importers.
