{"data":{"id":"us/7-cfr-3415.3","jurisdiction":"us","citation":"7 CFR 3415.3","heading":"Eligibility requirements.","body":"(a) Except where otherwise prohibited by law, any public or private research or educational institution or organization shall be eligible to apply for and to receive a grant award under this part, provided that the applicant qualifies as a responsible grantee under the criteria set forth in paragraph (b) of this section.\n(b) To qualify as responsible, an applicant must meet the following standards as they relate to a particular project:\n(1) Adequate financial resources for performance, the necessary experience, organizational and technical qualifications, and facilities, or a firm commitment, arrangement, or ability to obtain same (including by proposed subagreements);\n(2) Ability to comply with the proposed or required completion schedule for the project;\n(3) Satisfactory record of integrity, judgment, and performance, including, in particular, any prior performance under grants or contracts from the Federal government;\n(4) Adequate financial management system and audit procedures that provide efficient and effective accountability and control of all funds, property, and other assets; and\n(5) Otherwise be qualified and eligible to receive a grant under the applicable laws and regulations.\n(c) Any applicant who is determined to be not responsible will be notified in writing of such finding and the basis therefor.","path":["Title 7—Agriculture","Subtitle B—Regulations of the Department of Agriculture","CHAPTER XXXIV—NATIONAL INSTITUTE OF FOOD AND AGRICULTURE","PART 3415—BIOTECHNOLOGY RISK ASSESSMENT RESEARCH GRANTS PROGRAM","Subpart A—General"],"source_url":"https://www.ecfr.gov/api/versioner/v1/full/2026-08-25/title-7.xml","current_through":"2026-08-25","vintage":"","retrieved_at":"2026-08-27T02:24:01Z","sha256":"e0259b19b932a485f4bb25df5af317529b3d019b7b294c23933ac71416df9747","source_id":"us-cfr","stale":true,"prev":"us/7-cfr-3415.2","next":"us/7-cfr-3415.4"},"notice":"GroundRules: Original legal text.
