The Board is composed of seven voting members and two non-voting members. Voting members of the Board shall be appointed by the Secretary from nominations submitted in accordance with this part. The Board shall consist of the following:\n(a) Voting members. (1) Four members shall be active producers of sheep or goats in the United States;\n(2) Two members shall have expertise in finance and management; and\n(3) One member shall have expertise in lamb, wool, goat, or goat product marketing.\n(b) Non-voting members.
