Ala. Code § 22-6-252: Medicaid Emergency Reserve Fund -- Creation.

There is created in the State Treasury a fund to be known as the Medicaid Emergency Reserve Fund. The fund shall be administered in accordance with the provisions of this article. The fund shall be budgeted and allotted in accordance with Sections 41-4-80 through 41-4-96 and Sections 41-19-1 through 41-19-12.
