Ala. Code § 29-13-3: General Fund Budget Reserve Fund.

There is hereby created within the State Treasury the General Fund Budget Reserve Fund, to which monies shall be deposited as provided in this chapter and as appropriated by the Legislature. Monies that accrue to the fund shall not be subject to withdrawal except as provided in this chapter. Any monetary interest that accrues to the General Fund Budget Reserve Fund shall be retained in the fund from year to year and shall be subject only to this chapter.
