Ala. Code § 45-49-120.24: Pension or Retirement Plan.

The board shall cause a thorough investigation to be made of the possibilities of establishing a pension plan or system of retirement benefits for employees in the classified service and report their findings and recommendations, together with estimates of cost to employees and to the affected county and cities, to the members of the Legislature representing the county.
