Ala. Code § 45-49-23: Purpose.

The legislative intent and purpose of this part is to provide a structure for the business relations between a wholesaler and a supplier of wine in Mobile County. Regulation in this area within the county is considered necessary for the following reasons:

(1) To maintain stability and healthy competition in the wine industry in Mobile County.

(2) To provide and maintain a sound, stable, and viable 3-tier system of distribution of wine to the public in Mobile County.

(3) To promote the public health, safety, and welfare.
