Ala. Code § 45-52-200.03: Alternative Procedures.

The procedure authorized by this subpart for the payment of ad valorem taxes and motor vehicle license taxes, boat licenses, and business licenses and the issuance of license tags and licenses is optional, additional, and alternative to the procedure now provided by law. Each owner of a motor vehicle, each boat owner, and each business licensee shall continue to have the right to pay taxes and license fees and to receive his or her tag in person without the payment of the additional fee hereinabove provided.
