Ala. Code § 45-52A-34.07: Notice of Designation.

Upon the designation of any historic property or historic district by the City of Decatur pursuant to an ordinance enacted pursuant to this part, the historic preservation commission shall give notice in writing of that designation to all agencies of Decatur and to all owners of property included in the historic designation.
