Ala. Code § 45-52A-35.05: Municipal Utilities Board - Organization.

At the first meeting of the board after March 3, 1939, the members shall elect one of their number as chair and one of their number as secretary, thereafter the board shall annually elect from among their number a chair and secretary. Vacancies in the offices of chair and secretary shall be filled by the board, if and when the same may occur.
