Ala. Code § 45-55-130.03: Requisitions.

The county engineer is designated as the person authorized to make written requisition upon the duly designated purchasing agency for all articles, materials, supplies, and equipment necessary for the maintenance and construction of roads, highways, bridges, and ferries in the county.
