Ala. Code § 45-57-260.01: Boundaries.

The jurisdiction of the planning commission shall extend to all areas of the county outside the boundaries of municipal corporations. Notwithstanding the foregoing, where a municipality exercises planning and zoning powers in any area outside its municipal boundaries, those areas shall be excluded from the jurisdiction of the planning commission.
