Ala. Code § 45-57-71.08: Construction Materials and Labor Costs and Expenses.

The costs and expenses of materials and labor used in the construction or improvement of the public improvements, which are assessed by the county commission against property pursuant to this part, shall be paid to the revenue commissioner at the time or times as determined by the county commission, and shall be paid by the revenue commissioner into the county treasury.
