(a) This subpart shall not take effect or be implemented as to defendants housed in the Shelby County Jail, Shelby County Juvenile Detention Facility, or other county maintained facilities unless and until the Shelby County Commission, after August 1, 2000, shall adopt a resolution implementing same.
(b) This subpart shall not take effect or be implemented as to defendants housed in any municipal jail or detention facility within Shelby County unless and until the applicable city council, after August 1, 2000, shall adopt a resolution implementing same.
