(a) The Shelby County Commission may by reference, adopt, amend, and provide for the enforcement of the code. The code, when adopted as herein authorized, shall apply to and govern in all unincorporated areas of the county and also in those parts of the county lying within the corporate limits of municipalities which have not adopted and are not enforcing municipal building codes when a request, in the form of a resolution, is sent to the county commission by the governing body of any such municipality. The county commission may also repeal any such code after having adopted it.

(b) The code shall not be adopted by the county commission except after a public hearing on due notice thereof by publication in a newspaper published and of general circulation in the county. The notice shall be published at least 10 days before the hearing. The text of the code which it is proposed to adopt by reference shall be made available for inspection at the county courthouse. Nothing herein shall be construed to require the setting out in full of the text of the proposed code in the notice of the hearing nor in the resolution or ordinance; but the code or amendments thereof shall be proper-ly identified as to date and source in the notice and in the ordinance or resolution adopting it and a copy thereof shall be attached to the ordinance or resolution. A copy thereof shall also be filed in the office of the clerk of the county commission and in at least one other county office where such copies will be available for public use, inspection, and examination.

(c) When Shelby County has adopted the code by reference pursuant hereto, the officer administering the code may adopt administrative regulations which incorporate by reference subsequent changes and amendments of the code, properly identified as to date and source, as may be adopted by the agency or association which adopted the code, if the officer finds that the changes and amendments conform to nationally recognized standards or accepted engineering practices.

(d) Any administrative regulations which incorporate building code amendments by reference shall become effective upon the expiration of 60 calendar days following the adoption of the regulations, unless within that period of time the county commission adopts a resolution or ordinance disapproving of the administrative regulations.
