The county engineer, whose salary shall be fixed by the county governing body, shall hold no other office or employment and shall devote his or her entire time to the duties of the office. He or she shall be qualified to practice engineering and surveying in Alabama and shall have had no less than three years experience in the construction and maintenance of highways and shall possess all of the qualifications as specified for county engineers under the general laws of the state. The county engineer shall be appointed by the county commission from a nomination made by the Director of Transportation. If the nomination is not acceptable to the commission, the Director of Transportation shall be requested to make additional nominations. Should the Director of Transportation refuse, or fail to make nominations, the commission may fill the position of county engineer with any person who has the qualifications herein set out.
