Ala. Code § 45-59-130.05: Requisitions.

The county engineer is designated as the person authorized to make written requisition upon the county commission, or its duly designated purchasing agency, for all articles, materials, supplies, and equipment necessary for the maintenance and construction of roads, bridges, and highways in St. Clair County.
