Ala. Code § 45-59-130.12: Inspection and Approval of Materials, Supplies, Etc., Prior to Payment.

It shall be the further duty of the county engineer to inspect all materials, machinery, equipment, and supplies, purchased by St. Clair County for use on public roads, bridges, and highways, when the same is delivered, and the same shall not be accepted and paid for without first having been approved by him or her.
