Ark. Code Ann. § 14-218-114: Form of assessment ordinance - Lien on real property

(a) The ordinance may be in the following form: Click here to view form. (b) (1) The local assessment shall be a charge and lien against all the real property in the district from the date of the ordinance. (2) The lien shall be entitled to preference over all judgments, executions, encumbrances, or liens whensoever created and shall continue until such local assessment, with any penalty and costs that may accrue thereon, shall be paid. (3) As between grantor and grantee, all payments not due at the date of the transfer of the real property shall be payable by the grantee.
