(a) (1) The governing body of any city of the first or second class, upon passage of a municipal ordinance, may create a commission to frame a charter for the city. (2) The commission shall be appointed by the governing body and shall be composed of not less than nine (9) members, who shall serve without compensation, and at least two-thirds (2/3) of whom shall not hold any other municipal office or appointment. (b) The governing body of the municipality, if so requested by the commission, shall appropriate money to provide the reasonable expenses of the commission and for publication of the completed charter, and any separate or alternative provisions thereof.
