(a) (1) Each registered water user shall install and maintain a meter at its expense in conformance with the standards and specifications issued by the Arkansas Natural Resources Commission for the purpose of measuring and recording the quantity of aquifer water drawn by the registered water user. (2) Each significant water user shall maintain at its expense a meter purchased and installed by the Sparta Aquifer critical groundwater county conservation board. (b) Each meter shall be accessible to agents of the commission and the board during reasonable business hours. Acts 1999, No. 1050, § 16.
