Ark. Code Ann. § 16-22-404: Service of citation

(a) The clerk of the court in which the charges may be exhibited shall issue a citation, notifying the accused to appear at the time and place fixed for the hearing and answer the charges exhibited against him. A copy of the charges shall be attached to the citation. (b) (1) The citation may be served in any county in this state. (2) The citation shall be served in the same manner as a summons in suits at law, and the service shall be at least ten (10) days before the return day thereof. Rev. Stat., ch. 15, §§ 15, 16; C. & M.
