Ark. Code Ann. § 16-88-107: Francis River - Jurisdictional boundaries

(a) The criminal jurisdiction of the State of Arkansas is extended as follows: Beginning at a point where the north boundary line of Arkansas intersects the west meander line of the St. Francis River and running east on an extension of the north boundary line to the meander line on the east bank of the river; thence south with the meander line of the river to the point where the meander line intersects the south boundary line of the State of Missouri; thence west on an extension of the south line of Missouri to the meander line on the west bank of the river; thence north with the meander line of the river to the point of beginning. (b) The State of Arkansas and her sister state, Missouri, have concurrent criminal jurisdiction over the parts of the territory lying opposite them and between the lines extending and parallel to their north and south boundaries.
