Ark. Code Ann. § 17-101-303: License without examination or license by endorsement

(a) The Arkansas Livestock and Poultry Commission, at its discretion, may issue a license without written examination to any qualified applicant who furnishes satisfactory evidence that he or she is a veterinarian and has: (1) For the five (5) years before filing his or her application, been a practicing veterinarian and licensed in a state, territory, or district of the United States having license requirements at the time the applicant was first licensed which are substantially equivalent to the requirements of this chapter; (2) Qualified as a diplomate of a specialty board approved by the American Veterinary Medical Association; (3) Been awarded a postgraduate degree in veterinary medicine; or (4) Been recognized as an expert in the veterinary profession. (b) At its discretion, the commission may examine, orally or practically, any person applying for a license under this section, provided that the applicant has had no disciplinary proceedings pending or completed in another jurisdiction. (2) Qualified as a diplomate of a specialty board approved by the American Veterinary Medical Association;

(3) Been awarded a postgraduate degree in veterinary medicine; or

(4) Been recognized as an expert in the veterinary profession.

(b) At its discretion, the commission may examine, orally or practically, any person applying for a license under this section, provided that the applicant has had no disciplinary proceedings pending or completed in another jurisdiction.
